NIPPON POST on 10 January 1991 issued a First Day Cover sheet to commemorate the "Phila Nippon '91" stamp exhibition. It featured designs related to Shizuoka Prefecture and the tea harvest season. Three 62-yen stamps depicted women picking tea leaves, a common scene in Shizuoka, a major tea-producing region. Furusato Kitte or Hometown Stamps, (Hachijūhachiya) mark the 88th night after the beginning of spring (Shizuoka-ken). The postmark originated from the Shizuoka Prefecture
