BELGIAN CONGO on 16 January 1930 issued a series of "Caritas" or "Milk Drop" stamps depicting the medical care/missionary work in this Belgian colony.
These nine semi-postal stamps were released to aid welfare work with the natives, especially children. Conversion to Catholicism, public health campaigns, and education in the western tradition were considered good things by the Belgian authorities and public. These "civilizing missions" were, of course, used to justify colonialism.
